Canaria Berstein - Macross Frontier
Bounty hunter in mushroom hunting episode - cowboy Bebop (although that character was spoof on blackxploitation movie characters)
Viletta Su - Code Geass - (Ethinicity is vague but brown skinned, called pure blood brittanian in the series though )
There r a lot more chracters who l can think of who r tan but not black but l am sure u can find some more stuff on wikipedia.
